I think every leader needs to build trust with the team, encourage and reward great performance but also needs to take responsibility of the team's less than ideal performance. That doesn't mean that bad performance is encouraged, it just shows the team that the leader has their back... and most probably everyone will try a little harder next time to improve their work.
